Hiring from within the company...

I've never quite understood why companies are required to advertise a job that they're planning to give to someone in-house. Why can't they promote from within? It seems ridiculous, especially when it makes job seekers think they have a shot and send materials for nothing.

Since I've not looked for job outside of radio, I'm just wondering...who IS paying for moving expenses these days?
