Independent Music, When is the FCC going to enforce it?

During the Bush Administration, The FCC mandated that there were supposed to be be a certain number of minutes allowed each hour for independent music and I wonder when it will be enforced and when will stations play the independent music? As an independent music producer I think the stations need to be fined for not allowing independent artists their air time that we've earned. We play by the rules, sign up with BMI and the stations won't play the music. I think its crass and rediculous that these stations don't play by the rules. (33 #1 internet hits, 59 top ten singles) and continue to shut out artsits like myself and others. All access won't promote independent artists and continue to email us crap from the mainstream and I think All Access needs to step up and start promoting independent music like mine and a few other artists who play by the rules here..
